Strengthening Digital Governance in Morocco
In a significant step towards enhancing digital governance, Morocco's Ministry of Digital Transition and Administrative Reform has entered into a Memorandum of Understanding (MoU) with the United Nations Economic and Social Commission for Western Asia (ESCWA). This agreement aims to bolster collaboration in critical areas such as digital transformation, public administration reform, governance, artificial intelligence, and innovation. The MoU was officially signed on Wednesday in Rabat by Minister Amal Al-Falah Al-Saghrouni and Rania Al-Mashat, the Executive Secretary of ESCWA and Under-Secretary-General of the United Nations.
The newly established MoU lays out a comprehensive framework for cooperation between the two entities, emphasizing the importance of sharing expertise and supporting initiatives designed to modernize public administration and enhance governance. During the signing ceremony, Minister Al-Saghrouni highlighted the Ministry's commitment to integrating digital transformation with administrative reform, emphasizing that these two domains act as complementary forces in revamping the administrative landscape. This approach is essential for improving public service quality, enhancing performance, and bringing government services closer to both citizens and businesses.
Roadmap for Future Administrative Transformation
Minister Al-Saghrouni revealed that Morocco is currently developing a strategic roadmap for administrative transformation, set to span from May 2025 to 2030. This roadmap is envisioned to create a modern, adaptable, and efficient administrative model that can swiftly respond to the dynamic changes in society, the economy, and technology. Al-Mashat stressed the significance of leveraging Morocco's rich experience in administrative reform and digital transformation while fostering the exchange of established practices and expertise among nations. Furthermore, she underscored the need for enhanced South-South cooperation and the sharing of experiences among states.
This MoU builds on the existing partnership between the Ministry and ESCWA, which was previously highlighted during the Third Arab Forum for Public Administration held in Rabat on June 30 and July 1, 2026. The forum, co-organized by the Ministry and ESCWA, culminated in the Rabat Declaration, asserting that digital transformation and administrative reform should be pursued in tandem, rather than as isolated initiatives. The declaration emphasized that modernizing public administration necessitates more than mere digitization of services; it requires re-engineering processes, simplifying procedures, and adopting improved governance strategies alongside technological advancements and data utilization. The ultimate goal is to create a public administration that is not only effective and transparent but also more accessible and responsive to the needs of citizens and businesses.
