African Development Bank Allocates $487 Million for Morocco's Economic and Climate Resilience Reforms

Major Funding for Economic Growth in Morocco

The African Development Bank Group (AfDB) has made a significant commitment to Morocco by approving $487 million aimed at advancing the nation’s economic reforms, enhancing climate resilience, and fostering inclusive growth. This funding was sanctioned on October 21, as part of the third phase of the Programme to Support the Strengthening of Economic Governance and Resilience to Climate Change, which is crucial for the North African country’s development strategy.

This initiative is designed to bolster private-sector investment and create value while allowing the state to concentrate on strategic responsibilities. Abdoulaye Coulibaly, AfDB Director for Governance and Economic Reforms, articulated the program's ambition to mitigate external shocks, which can be economic, energy-related, or climate-induced. The overarching goal remains to solidify the structural reforms necessary for reinforcing Morocco's economic resilience and encouraging private investments.

Reforming State Enterprises and Promoting Sustainability

The program's initial component is focused on the restructuring of state-owned enterprises, modernization of the public-private partnership framework, and enhancement of the overall business environment in Morocco. These reforms are not merely administrative; they are intended to mobilize additional private investment while supporting small and medium-sized enterprises (SMEs) and encouraging innovation and engagement in global value chains.

Furthermore, the second component of the program aims at strengthening climate and energy resilience in Morocco. This will be achieved by modernizing governance in the water and electricity sectors, which are critical for sustainable development. Importantly, climate considerations will be integrated more comprehensively into public policy, facilitating Morocco’s transition towards a low-carbon economy. Achraf Tarsim, AfDB Country Manager in Morocco, emphasized that Morocco is committed to continuing its reforms despite facing external challenges. The AfDB aims to support this vital momentum, accelerating the transformation of the Moroccan economy, sustaining growth, and creating job opportunities for its citizens.
