Human Rights Concerns Over Tax Collection Process

The Moroccan Association for Human Rights, through its Marrakech branch, has expressed profound concern regarding the dire situation surrounding the collection of the cleanliness tax at various payment centers within the tax administration located on Alal Fassi Street in Marrakech. According to a statement released by the association, the number of families affected exceeds 220,000, highlighting a significant administrative burden on the local populace.

This centralization of tax collection services has led to unprecedented overcrowding and immense pressure on both staff and citizens in a cramped environment that lacks the most basic standards of reception and organization. Such conditions not only undermine the dignity of the citizens but also subject employees to working conditions that conflict with their labor rights. The association condemned this administrative decision as arbitrary, arguing that it contradicts international human rights standards, particularly the International Covenant on Economic, Social and Cultural Rights. Furthermore, it contravenes national laws, including the Moroccan constitution, which mandates the proximity of public administration to citizens and the guarantee of access to quality public services.

In light of these developments, the Moroccan Association for Human Rights is demanding an immediate cessation of the centralization policy. They are advocating for a fair distribution of administrative responsibilities across various departments, alongside the urgent activation of regional administration in Tarka, particularly the issuance department. The association also calls for adequate human resources and technical equipment to support this department, as well as improvements in reception spaces that respect the dignity of the citizens and ensure the provision of a quality public service.
