EU and Morocco Strengthen Relations Amid Global Tensions

EU and Morocco Enhance Diplomatic Ties

On April 16, 2026, Kaja Kallas, the EU's foreign policy chief, met with Nasser Bourita, Morocco’s foreign minister, in Rabat to discuss the strengthening of bilateral cooperation amidst various regional and international challenges. The meeting follows the recent EU–Morocco Association Council held on January 29, 2026, where both parties reaffirmed their commitment to the full implementation of the EU–Morocco Association Agreement. As part of this initiative, they aim to finalize a "Strategic and Comprehensive Partnership" and plan to conduct further political consultations and security dialogues in Rabat before the year concludes. Additionally, they agreed to resume the full cycle of institutional meetings under the existing Association Agreement, emphasizing the importance of collaboration on human rights, peace, and international security through joint initiatives.

Addressing Global Issues: Western Sahara and Ukraine

During their discussions, Kallas and Bourita addressed pressing global issues, including the ongoing conflicts in Ukraine, Western Sahara, and the broader Middle East. They condemned Russia's actions in Ukraine, describing them as a breach of the nation’s territorial integrity, and emphasized the necessity for all countries to avoid threats or the use of force. The EU reiterated its support for Ukraine's sovereignty and territorial integrity as recognized internationally. Regarding Western Sahara, both officials expressed their commitment to a UN-led resolution process, reaffirming support for the UN Security Council Resolution 2797 (2025). Kallas reiterated the EU's stance from the January meeting, highlighting support for the UN Secretary-General and his Personal Envoy in facilitating negotiations, particularly focusing on Morocco’s Autonomy Proposal. The EU praised Morocco’s willingness to engage in constructive discussions with all relevant parties to clarify the operational framework of autonomy under Moroccan sovereignty, signaling the EU's readiness to assist in these consultations within the UN framework. This meeting signifies a pivotal moment in EU-Morocco relations, reflecting a growing partnership in the face of complex global challenges.
