Historic Turn in EU-Morocco Relations: A New Strategic Partnership Emerges

In a significant development for international diplomacy, the relationship between the European Union (EU) and the Kingdom of Morocco has reached a pivotal milestone. This follows the announcement by Kaja Callas, the EU's High Representative for Foreign Affairs and Security Policy, who expressed Brussels' support for Morocco's autonomy proposal as a viable framework to resolve the long-standing Sahara conflict. During a meeting in Rabat on April 16, Callas emphasized the urgency of accelerating efforts to finalize a "comprehensive strategic partnership" by the end of the current year. This proposed partnership aims to establish unprecedented pillars of security, economic cooperation, and investment between the two parties, marking a new chapter in their bilateral relations.

Callas' remarks were made after extensive discussions with Moroccan Foreign Minister Nasser Bourita, where she lauded the renewed diplomatic momentum surrounding this issue. She highlighted the encouraging developments from coordinated efforts involving the United States and the United Nations, signaling robust international support for Morocco's stance. The Moroccan proposal, which garnered backing from the UN Security Council last October, promises extensive autonomy for the Saharan provinces, allowing for local governance through elected legislative, executive, and judicial bodies while retaining Rabat's sovereignty over critical areas such as defense and foreign policy.

Emphasizing the need to elevate bilateral relations, Callas stated that the time has come to establish a comprehensive strategic partnership that would encompass various sectors, including trade, investment, and migration. This renewed momentum not only strengthens Morocco's status as the EU's primary trading partner in North Africa but also solidifies its role as a strategic energy supplier. A cornerstone of this economic collaboration is the ambitious railway tunnel project under the Strait of Gibraltar, which is anticipated to cost between 15 and 20 billion euros and aims to directly connect Africa and Europe. Additionally, both parties have agreed to initiate a high-level security dialogue under the framework of the "Regional Forum on Security in the Mediterranean," focusing on crucial areas such as counter-terrorism, maritime security, and addressing hybrid threats. The EU recognizes Morocco's critical role in ensuring the stability of the Mediterranean region, further enhancing its strategic importance.

As this partnership progresses, observers are also monitoring legislative developments in the United States, where a bill has been proposed in the Senate to designate the Polisario Front as a terrorist organization. Advocates for this bill, including Senator Ted Cruz, have referenced reports suggesting connections between the Front and regional entities like Hezbollah and Iran. Morocco is hopeful that these developments will prompt international powers, including the European Union, to adopt a more assertive approach towards the Front, thereby bolstering its position in resolving the complex conflict surrounding the Sahara.
