Mali Cuts Ties with Polisario: A Testament to Morocco's Strategic Patience in Africa

Mali's Diplomatic Shift: Breaking Ties with Polisario

In a significant geopolitical development, Mali has officially severed its diplomatic relations with the self-proclaimed Sahrawi Arab Democratic Republic (SADR), a move that underscores the effectiveness of Morocco's patient and strategic approach towards Africa. This decision, announced by Bamako, represents a notable setback for the Polisario Front, especially as it coincides with the fiftieth anniversary celebrations of the SADR being held in Algeria.

Morocco's strategy has been characterized by a methodical enhancement of political, economic, cultural, and military ties with African nations that recognized the SADR during the Cold War, without pressuring them for immediate retraction of their recognition. This diplomatic approach has been evident since 2013, when King Mohammed VI first visited Mali to attend the inauguration of President Ibrahim Boubacar Keïta. The visit laid the groundwork for a sustainable partnership, marked by a strong discourse that emphasized mutual cooperation.

From 2013 until the military coup in August 2020, Morocco maintained a measured stance, even as France and Algeria played dominant roles in peace negotiations that led to the 2015 Algiers agreements. Despite being sidelined, Morocco honored its commitments to Mali, subtly communicating its intentions even in instances such as the cancellation of a royal visit intended for the inauguration of a Moroccan-funded clinic. The event was ultimately represented by a royal secretary and the CEO of the OCP Group, showcasing Morocco's sustained commitment.

Harvesting the Fruits of Diplomatic Patience

Following the return of military governance in Mali in 2020, Morocco remained steadfast in its diplomatic course, opting for dialogue and cooperation while refraining from criticizing the coup. The recent withdrawal of Mali from the Algiers agreements and its participation in initiatives allowing Sahel nations access to the Atlantic Ocean further demonstrate Rabat's strategy of fostering bilateral relations without demanding the severance of ties with the Polisario.

The recent diplomatic shift by Mali reinforces Morocco's patient and pragmatic approach, following similar patterns observed in Zambia and Ghana. This trend could inspire other African nations, such as Kenya, Ethiopia, Angola, Rwanda, and Nigeria, to reassess their Cold War-era positions. Notably, during the recent African Union summit in February, these countries resisted pressures to oppose Morocco's candidacy for the Peace and Security Council.

Historically, Mali's recognition of the SADR under President Moussa Traoré in 1980 was a unique case, as King Hassan II did not immediately cut diplomatic ties, contrasting with actions taken against other countries. This recent development marks a pivotal moment in the evolving relations between Morocco and Africa, illustrating the potential for diplomatic realignments based on sustained engagement and strategic patience.
