New Measures to Facilitate Return for Moroccans Residing Abroad

In a significant move to streamline the return process for Moroccans residing abroad (MREs), Morocco’s Customs and Indirect Tax Administration (ADII) has unveiled a series of facilitation measures as part of its preparations for Operation Marhaba 2026. This initiative aims to ensure that returning MREs experience a seamless journey back to their homeland, reflecting the commitment to uphold the highest standards of service as directed by royal instructions.

The administration has mobilized its central and regional services to implement a dedicated system that encompasses organizational, procedural, logistical, and communication strategies. These efforts are designed to guarantee that MREs are welcomed with the utmost efficiency and speed, mirroring the successful operations of previous years.

Increased Duty-Free Allowance and Vehicle Import Flexibility

Among the most notable changes is the increase in the customs duty exemption for MREs returning to Morocco permanently. Previously, these individuals enjoyed a customs exemption for personal belongings and non-commercial items valued up to MAD 30,000, alongside their household relocation goods. Acknowledging the effects of inflation, the ADII has raised this exemption limit to MAD 40,000, providing greater financial relief for returnees.

Furthermore, the ADII has introduced new flexibility regarding the temporary importation of vehicles under a Temporary Registration Certificate (CPI). Under the updated regulations, individuals can now request temporary import authorization using a power of attorney from the CPI holder, simplifying the process significantly. This change aims to make it easier for MREs to bring their vehicles back to Morocco, thus enhancing their comfort during their stay.

To further stimulate investment from Moroccans abroad, the ADII is establishing a specialized customs support unit dedicated to assisting MREs with their business initiatives in Morocco. This unit will offer guidance on customs procedures and facilitate the implementation of investment projects, ensuring that returning Moroccans receive the necessary support to succeed in their endeavors.

All these newly introduced measures, along with existing customs provisions for MREs, have been compiled in the updated “Moroccans of the World 2026” guide, accessible through the customs administration's online portal. This comprehensive guide serves as a valuable resource, outlining the procedures, facilities, and benefits available to Moroccans living abroad during their return to Morocco and in relation to their investment projects.

Operation Marhaba is pivotal in coordinating the return of millions of Moroccans residing abroad each summer, involving extensive collaboration among public institutions and transport operators to ensure a smooth and efficient experience.
