Morocco Aims to Build a Comprehensive AI Ecosystem with New AI Factory

Morocco's Ambitious AI Factory Agreement with Nexus

During the second day of Gitex Africa Morocco, held in Marrakech, Amal El Fallah Seghrouchni, the Minister Delegate in charge of Digital Transition and Administrative Reform, discussed a significant agreement with American company Nexus to establish an AI Factory in Morocco. With an investment of approximately $1.2 billion, this project is not just about constructing a data center; it encompasses a broader vision that includes a training school and the development of supercomputers. The data center itself will have a capacity of around 36 to 37 megawatts, strategically located in the Nouaceur region. This initiative is pivotal for attracting investments aimed at strengthening Morocco's digital infrastructure and computing capabilities, which are national priorities. The agreement was signed in the presence of the U.S. Ambassador to Morocco, highlighting its geopolitical significance and the intention to extend similar projects across various regions, from Tangier to Dakhla.

Establishing a Third Path in Digital Sovereignty and AI Governance

El Fallah Seghrouchni articulated a vision for Morocco as a leader in responsible digital innovation, which she refers to as a 'third path.' This approach emphasizes ethical digital practices that do not rely on technological dominance. While acknowledging Morocco's limited resources compared to tech giants, she underscored the importance of forming coalitions and partnerships with entities that share similar values regarding AI governance. The Moroccan Digital Strategy 2030 aims to create a sustainable digital ecosystem that caters to local needs and fosters an inclusive digital environment. The Minister expressed a commitment to sovereignty in data management, asserting that having limited computational power does not preclude Morocco from maintaining control over its data. This nuanced stance seeks to balance technological independence without succumbing to either dominance or vassalage in the global digital landscape.

Furthermore, El Fallah Seghrouchni shared insights into the Ministry's adoption of AI, establishing a dedicated AI department to integrate digital solutions within administrative functions. Current projects include digitalizing official publications and implementing AI-driven tools such as chatbots, which enhance user experience in governmental processes. The focus is not solely on internal development; the Ministry is actively recruiting skilled AI professionals to collaborate on various initiatives aimed at improving Morocco’s digital landscape. As Morocco strides towards becoming an AI hub, the ultimate goal is to foster homegrown AI success stories, characterized by the emergence of 'unicorns' in the sector. This vision encapsulates Morocco's ambition to lead in the realm of artificial intelligence while adhering to principles of sustainability and ethical governance.
