Recent insights from the Portuguese Agency for Investment and Foreign Trade, AICEP Portugal Global, have highlighted Morocco's emerging role as a strategic industrial hub for Volkswagen as the German automotive giant reassesses its production capabilities across the African continent. This shift comes in light of significant transformations within the global automotive industry, particularly the rising demand for electric vehicles.

On March 10, 2026, the report outlined that Volkswagen is contemplating a bolstered industrial presence in Africa through more competitive production platforms. This decision arises amid challenges faced by the traditional industrial model prevalent in South Africa, where internal demand has been declining and the transition to electric vehicles encounters substantial hurdles.

Martina Biene, the Managing Director of Volkswagen Group Africa, noted during the Volkswagen Indaba meeting in early February that vehicle production in South Africa has plateaued at approximately 610,000 units per year. This figure falls significantly short of the national sector plan's ambitious target of reaching one million vehicles annually, thus diminishing the industrial mass necessary to sustain investments within the sector and weakening the competitive edge of local component suppliers.

Morocco's Advantages in the Automotive Sector

The report further indicated that South Africa's internal demand decline has left its industrial framework vulnerable, with locally produced vehicles now accounting for only about one-third of sales, a stark drop from over 50% in the early 2000s. Additionally, South Africa's automotive industry is heavily reliant on foreign markets, with Europe comprising about 76% of Volkswagen's vehicle exports from the country. As the global shift towards electric vehicles accelerates, reliance on traditional internal combustion engine production models puts South Africa’s industrial framework at increasing risk, especially with tightening carbon emission regulations.

Conversely, Morocco stands out as a promising industrial alternative in Africa, bolstered by several factors that enhance its attractiveness to international manufacturers. These include stable energy resources, geographical and logistical proximity to European markets, and a robust industrial ecosystem focused on the automotive sector primarily for export purposes. The Moroccan automotive sector is characterized by advanced industrial and logistical infrastructure, which facilitates integration into new value chains associated with electric vehicle production and sustainable mobility.

Overall, the contemplation of redirecting a portion of Volkswagen's industrial capabilities reflects broader shifts within the African automotive industry, where production capacity, energy transition, and export strategies are becoming pivotal in determining the locations of new industrial centers. In this context, Morocco has the potential to strengthen its industrial standing on the continent, cementing its position as one of the foremost automotive manufacturing hubs in Africa and the Mediterranean region.
