The Moroccan government is taking significant steps to develop a comprehensive roadmap aimed at structuring and accelerating the growth of e-commerce within the Kingdom. According to estimates from the Ministry, the revenue generated from e-commerce reached 19 billion dirhams by September 2023, with an average growth rate exceeding 30%. Additionally, the Ministry aims to explore the new value chains created by e-commerce and assess their impact on various productive sectors, including agribusiness and textiles. The goal is to identify Morocco's positioning opportunities amidst ongoing transformations, particularly in the context of the implementation of the African Continental Free Trade Area (AfCFTA) protocol related to e-commerce. Furthermore, benchmarking against reference countries that have made significant strides in e-commerce will help identify best practices in governance, regulation, taxation, and infrastructure. Lessons learned from these international experiences will inform tailored recommendations for the Moroccan context. The envisioned strategy is expected to culminate in a national e-commerce development model, complete with goals for growth, competitiveness, inclusion, internationalization, job creation, and investment by 2030. It will also set priorities in areas such as logistics, innovation, skills development, taxation, and the integration of SMEs.
Ultimately, the operational roadmap will outline priority programs and projects to be implemented in the short, medium, and long term, identifying quick-impact actions and proposing financing mechanisms that mobilize public resources, public-private partnerships, and international funding sources. Through this initiative, Moroccan authorities aim to leverage e-commerce as a transformative economic tool, enhancing competitiveness and promoting Moroccan products on global markets.
