Held under the theme "The Discipline of Elected Municipal Officials Between Legal Provisions and Administrative Jurisprudence," this conference took place in a particularly significant context, just months before the upcoming legislative elections scheduled for September and on the brink of the municipal elections planned for the following year. The first president of the Administrative Court of Appeal, Abdesslam Naânani, immediately established the cardinal principle of electoral responsibility: "Every individual entrusted with an elected public responsibility remains accountable for their actions." He emphasized that the role of administrative justice is to ensure legality, monitor the compliance of decisions with the law, and sanction any abuse of power. To illustrate his point, he presented compelling statistics indicating that between 2021 and June 2026, the Court reviewed 186 cases related to requests for revocation, disqualification, and dismissal.
The Role of Financial Jurisdictions in Local Governance
Furthermore, Takidine Ahandour, president of the Regional Court of Accounts for Marrakech-Safi, elaborated on the powers of financial jurisdictions in overseeing local management. He highlighted key aspects including management audits, account examinations, and the identification of dysfunctions, underscoring their growing role in reinforcing good practices within local authorities. The discussions, organized into two sessions, tackled sensitive issues such as the distinction between management errors and criminal offenses, conflicts of interest, as well as the legal conditions for the dissolution of municipal councils and their implications for the future eligibility of the concerned elected officials.
