Nizar Barkat's Strategic Move to Dismantle the Sahrawa Current Within the General Confederation of Labor

On April 26, 2026, significant developments unfolded within the Moroccan political landscape, particularly regarding the General Confederation of Labor (UGTM) affiliated with the Istiqlal Party. Nizar Barkat, the Secretary-General of the Istiqlal Party, has successfully neutralized the influence of the Sahrawa Current, a faction within the party, particularly through its labor union arm. This strategic maneuver, described as a 'battle of attrition', signals a decisive shift in power dynamics within the party, as Barkat seeks to consolidate control and eradicate dissenting voices.

Reports indicate that Barkat's actions were primarily directed against Youssef Alakouch, a union leader from Meknes who has been closely associated with the Sahrawa faction. By rallying support from party inspectors across various regions, Barkat has effectively encouraged a revolt against Naïm Miyara, a prominent party leader tied to the Sahrawa Current and the current head of the House of Councillors. This internal rebellion was reportedly fueled by allegations of financial misconduct, complicating the already tense atmosphere within the ranks of the Istiqlal Party.

In a bid to strengthen his position, Barkat has not only targeted Miyara but has also involved Mustapha Makroum, the party’s treasurer, amidst accusations of financial irregularities. Under this pressure, Miyara found himself compelled to align with the so-called 'Fassi tide', a faction within the party that has gained prominence and control over the union, ultimately leading to the ousting of the previous union leadership.

Furthermore, the unfolding drama included a closed-door meeting convened by Barkat with key figures such as Hamdi Ould Rashid, where plans for an extraordinary conference were discussed. During this meeting, Miyara was asked to present the union's official seal to formalize the announcement of the upcoming extraordinary conference, which aims to redefine the union's leadership and address the challenges it faces.

Previous leaders within the UGTM have voiced their concerns by boycotting executive committee meetings, citing a lack of transparency and responsible discourse. They accused Miyara of being implicated in financial irregularities, insisting on the necessity to uphold the union's integrity and historical legacy. The call for a general assembly, in accordance with statutory provisions, emphasizes the need to restore accountability and credibility within the union's operations.
