Panama's Strong Endorsement of Moroccan Sovereignty

The Republic of Panama has once again reaffirmed its unwavering support for Morocco's autonomy plan, asserting its commitment during a recent diplomatic visit to Rabat. This declaration, made on Friday by Vice Minister of Foreign Affairs Carlos Arturo Hoyos Boyd, underscores Panama's stance that the autonomy initiative, which operates under Moroccan sovereignty, represents the sole viable resolution to the longstanding issue of the Moroccan Sahara. This assertion aligns with the parameters set forth in United Nations Security Council Resolution 2797, which seeks to foster a peaceful resolution to regional disputes.

During his meeting with Nasser Bourita, Morocco's Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, the Panamanian official articulated that his country views the proposed autonomy plan as a serious, credible, and realistic framework for achieving a sustainable solution. He emphasized the necessity of conducting negotiations under the auspices of the United Nations while maintaining full respect for Morocco's sovereignty and territorial integrity. Furthermore, he noted that the Panamanian Embassy in Morocco exercises its consular functions across the entirety of Moroccan territory, including the Southern Provinces, reinforcing Panama's commitment to the region.

Hoyos Boyd reiterated Panama’s endorsement of the Moroccan autonomy proposal, which was initially introduced in 2007 and has since been recognized in UN Security Council discussions. His remarks also highlighted Panama's full backing for the efforts of the UN Secretary-General and his Personal Envoy in steering negotiations based on Morocco's autonomy proposal. The goal, as articulated by the vice minister, is to facilitate an equitable, lasting, and mutually acceptable solution for all stakeholders involved.
