New Initiatives for Legal Migration in Rabat

On April 9, 2026, a significant advancement in the cooperation between Morocco, the European Union, and France was marked by the official launch of two groundbreaking initiatives at the Hotel Tour Hassan in Rabat. These projects, named THAMM+ and PRIM2, aim to transform migration into a catalyst for mutual economic development. The launch ceremony saw participation from officials representing the Moroccan government, the European Union, and the French embassy, all of whom recognized the vital importance of enhancing legal migration pathways.

THAMM+: Focus on Professional Migration

The THAMM+ program is designed to improve employability and facilitate the mobility of skilled individuals. This initiative aims to provide young Moroccans with legal work opportunities in Europe, particularly in France. A circular model is emphasized, whereby Moroccan talent gains skills abroad and subsequently reinvests that knowledge back into the national economy. Importantly, the program also addresses the needs of European businesses while ensuring stringent protection for workers' rights.

In addition to THAMM+, the PRIM2 project adopts a regional governance approach to maximize the local impact of migration. By focusing on local strategies, this initiative aspires to create a more substantial and sustainable economic environment for both migrants and host communities.
