The International Finance Corporation (IFC), a subsidiary of the World Bank Group focused on the private sector, has initiated a call for expressions of interest to develop a comprehensive investment roadmap specifically for the tourism sector in Morocco. This initiative comes at a time when the Moroccan tourism industry is experiencing significant growth, and it aims to identify lucrative investment opportunities while addressing barriers that hinder private sector participation. The roadmap will emphasize the financial viability of projects, job creation, sustainability, and climate resilience.

The selected consulting firm or consortium will be tasked with conducting an in-depth market analysis of the Moroccan tourism ecosystem. This analysis will include stakeholder mapping, market assessments, competitive benchmarks, and a review of Morocco's tourism strategy and objectives. Additionally, the mission will prioritize investment opportunities across various products, sub-segments, and destinations, stressing criteria such as private sector involvement, bankability, job creation, sustainability, and climate resilience.

The anticipated outcome of this initiative is an actionable roadmap complete with a prioritized investment opportunity pipeline, recommendations for improving the business environment, green financing solutions, and potential intervention strategies for both the IFC and the World Bank Group. This strategic move aligns with Morocco's tourism ambitions, as the sector has already surpassed several targets outlined in the national roadmap for 2023-2026, which aimed to attract 17.5 million tourists, create 200,000 new jobs, and generate 120 billion dirhams in foreign revenue by 2026.

In 2025, Morocco welcomed approximately 19.8 million tourists, marking a 14% increase from the previous year and nearing the 20 million arrivals mark for the first time. Tourist revenues reached 138 billion dirhams, reflecting a 21% growth compared to 2024. The challenge now lies in transforming this influx of visitors into more profound investments in regional development, infrastructure, training, and high-value tourism products. Morocco has set an ambitious target of attracting 26 million tourists by 2030, coinciding with its role as a co-host for the FIFA World Cup alongside Spain and Portugal.
