The memorandum aims to establish a comprehensive framework for knowledge exchange and development of judicial work mechanisms. It encompasses enhancing human resources capabilities and improving the governance of judicial facilities in line with international standards. The areas of collaboration include training programs for judges and legal professionals, sharing expertise in court management, and developing alternative justice mechanisms, such as mediation and arbitration. These efforts are expected to enhance judicial efficiency and expedite case resolutions.

Moreover, the agreement emphasizes the importance of improving access to justice for vulnerable groups, especially women and children. It outlines the exchange of expertise in judicial logistics and the implementation of Hague agreements, along with organizing joint visits and seminars. A coordination and monitoring mechanism will also be established to ensure the effective execution of cooperative programs.
