Casablanca Implements New Strategy for Managing Municipal Heritage in Partnership with the World Bank

New Heritage Management Strategy for Casablanca

Casablanca, Morocco's bustling economic capital, is set to embark on an innovative approach to manage and enhance its municipal heritage. This strategic initiative, developed in collaboration with the World Bank, aims to establish a comprehensive management framework for the city's communal assets. As reported by the local daily Assabah, this endeavor was announced by Houcine Nasrollah, the second vice-president of the Casablanca commune responsible for heritage and legal affairs, during the recent ordinary session held in October 2026.

According to Nasrollah, the city’s relevant services are actively working, alongside the World Bank, to create a detailed specification document that will be presented to the city council no later than the next ordinary session scheduled for February 2027. He emphasized that this project represents the most significant undertaking the Casablanca municipality has pursued during its current six-year term. The new management plan will serve as a framework governing the management of real estate, commercial spaces, markets, and lands owned by the commune. A key feature of this initiative is the establishment of a transparent database aimed at ensuring better management of these assets based on new principles.

The initiative also seeks to regularize the legal status of unregistered properties, resolve pending cases, and improve the conditions for leasing and utilization of these assets, thus paving the way for potential partnerships with the private sector. The success of this ambitious project will hinge on the city council's ability to transition from defining strategies and drafting specifications to effective implementation, thereby enhancing the service delivery for the residents of Casablanca, the economic heart of Morocco.
