Morocco to Mobilize MAD 400 Billion for Public Investment in 2027

Massive Investment Plans for Morocco's Future

In a bold move aimed at bolstering the nation's infrastructure and socio-economic development, Morocco has announced plans to mobilize MAD 400 billion (approximately $40.7 billion) in public investment for the year 2027. This ambitious funding initiative will be directed towards critical sectors such as infrastructure, energy, water management, transportation, housing, and social development projects. The details of this significant investment strategy were outlined in the explanatory note accompanying the 2027 Finance Bill, made available by the Ministry of Economy, Finance, and Public Performance.

Strategic Investment Distribution

The comprehensive investment envelope encompasses various funding sources, including public establishments and enterprises (EEP), the general state budget, special Treasury accounts (CST), State-managed autonomous services (SEGMA), and territorial authorities. Notably, public establishments and enterprises, led by the Mohammed VI Investment Fund, will contribute MAD 251 billion to this investment effort. The remaining MAD 124 billion will come from the general budget, CSTs, and SEGMA, after carefully excluding any transfers between these entities to prevent double counting. Territorial authorities will account for the remaining MAD 25 billion, ensuring a well-rounded approach to the investment strategy.

Investment programs will focus on a variety of strategic sectors, including energy, telecommunications, housing, agriculture, electricity, and the production of phosphates and their derivatives. Moreover, significant attention will be given to the development of transport infrastructure, which includes essential projects such as highways, airports, maritime facilities, and railways. Special Treasury accounts will facilitate a broader spectrum of projects, targeting areas such as road network enhancement, agricultural development, water and forestry management, and the promotion of cultural and sports initiatives.

Territorial authorities will primarily channel their investment allocations towards local infrastructure projects aimed at enhancing the quality of life for residents. Planned initiatives include the expansion and upgrading of road and sanitation networks, the construction of cultural and sports facilities, and the development of public parks and gardens. This comprehensive approach underscores the Moroccan government's commitment to fostering local development while ensuring that the benefits of these investments are felt at the community level.

The MAD 400 billion investment allocation serves as a testament to Morocco's dedication to economic growth and development across various sectors. As outlined in the explanatory note, while specific project details remain to be finalized, the focus on infrastructure, energy, and social development reflects a strategic vision for a prosperous future for all Moroccans.
