A Comprehensive Update on Morocco's Digital Strategy 2030: Insights from Minister Amal Flah

Progress on Morocco's Digital Strategy 2030 Unveiled by Minister Amal Flah

In a recent conference held in Fez as part of the Euro-Mediterranean University Meetings, Minister of Digital Transition and Administrative Reform, Amal Flah, emphasized the government's commitment to accelerating the implementation of the "Morocco Digital 2030" strategy. This ambitious initiative is structured around three fundamental pillars: administrative reform, the development of the digital economy, and the enhancement of digital sovereignty. These elements are designed to modernize the governance framework and elevate Morocco's position in the global digital landscape.

The minister elaborated on the four key components driving this initiative, which include competencies, infrastructure, legal frameworks, and international cooperation. Notably, she announced the launch of a new phase in administrative reform through the "IDARATI X.0" platform, which aims to provide a unified application and simplified access, along with a national digital wallet. This advancement allows citizens to easily and securely access services and obtain documents via their mobile devices, showcasing over 600 digital services that significantly reduce processing times for various administrative procedures from six days to approximately 20 minutes.

In terms of fostering a robust digital economy, Morocco has recently rolled out fifth-generation (5G) mobile services in more than 50 cities and achieved fourth-generation (4G) coverage in 10,690 out of 10,740 regions. The services outsourcing sector has seen substantial growth, currently employing over 148,500 individuals and attracting more than 1,200 international companies. Furthermore, the government has allocated over 1.3 billion dirhams to support startups, facilitating the growth of over 800 businesses under the "Morocco 300" program.

On the educational front, the minister reported that the number of annual graduates has reached 22,500, with 549 digital pathways established. Programs such as "JobInTech" have been launched to benefit 200,000 youths, alongside the provision of 350 doctoral scholarships. The importance of the "Digital Governance X.0" project was also highlighted, aiming to establish good governance practices and enhance digital trust among citizens. Through these comprehensive efforts, Morocco is on a promising path toward achieving its digital transformation goals by 2030, signaling a strong commitment to innovation and modernization.
