Africa Prosecutors Association Establishes Permanent Headquarters in Rabat

A Landmark Development for African Justice

The Africa Prosecutors Association (APA) has taken a significant step towards enhancing collaboration among prosecution services across the African continent with the inauguration of its permanent headquarters in Rabat, Morocco. This notable event, which took place on June 10, 2026, was presided over by Renson M. Ingonga, Kenya's Director of Public Prosecutions and the current President of the APA. Ingonga characterized this development as a pivotal institutional milestone for the justice framework in Africa, aiming to strengthen the cooperation necessary to address the complexities of modern criminal threats.

The newly established Secretariat will act as an administrative and coordination center for the Association, providing a centralized platform for prosecutors to work together in tackling increasingly intricate cross-border criminal challenges. The inauguration ceremony witnessed the attendance of numerous high-ranking officials, including Prosecutors General, Directors of Public Prosecutions, and Attorneys General from various African nations, all of whom underscored the growing consensus on the need for enhanced cooperation within the continent’s criminal justice systems.

Strengthening Collaboration to Combat Crime

During the ceremony, Ingonga emphasized that the establishment of the headquarters marks a transformative moment for African prosecution services, offering a stable foundation for a collective vision of coordinated justice delivery. He articulated that this occasion is not merely ceremonial but represents a significant institutional advancement that solidifies the APA’s mission and enhances collaboration among prosecutors in their pursuit of justice.

Ingonga expressed gratitude to the Kingdom of Morocco for hosting the Secretariat and commended the member states for their dedication to fostering a robust and coordinated prosecutorial network throughout Africa. He also highlighted the growing complexity of the criminal landscape, which has been shaped by evolving threats such as corruption, money laundering, terrorism, cybercrime, and other forms of transnational organized crime. Ingonga pointed out that modern criminal networks are increasingly utilizing technology to evade detection, necessitating a collaborative approach among prosecution authorities.

Furthermore, he called for an intensified focus on mutual legal assistance, extradition processes, asset recovery, and the management of digital evidence, alongside capacity building for prosecutors. Delegates at the event reiterated their commitment to upholding prosecutorial independence, professionalism, and integrity, pledging to reinforce the rule of law and protect the rights of citizens across Africa. The establishment of this headquarters is anticipated to significantly enhance coordination, facilitate information sharing, and foster the development of unified strategies to address the evolving challenges within the continent's criminal justice system.
