Algeria's Ongoing Campaign Against Morocco: Arrests and Political Theater

In a significant crackdown on irregular maritime migration, Algerian police announced on Monday the arrest of 23 individuals in Oran, among whom 18 were Moroccan nationals. Authorities framed these apprehensions as part of their efforts to dismantle an "organized criminal network" allegedly involved in facilitating illegal migration to Spain. The operation was spearheaded by the Brigade of Research and Intervention (BRI) of Oran’s security services, which first identified five key organizers before launching a raid on a residence purportedly serving as a shelter for those intending to migrate. During this operation, police reported seizing a total of 1,600 euros, 240 Moroccan dirhams, 22,500 Algerian dinars, and four vehicles. The suspects were subsequently presented to the prosecutor at the Fellaoucene tribunal located in Tlemcen province, to the west of Oran.

Interestingly, the Algerian police took to social media to announce the operation, a strategy observers suggest is more about political posturing against Morocco than about genuine law enforcement transparency. This latest operation is not an isolated incident; it marks the second occasion in recent months where Algerian authorities have publicly highlighted the arrest of Moroccan nationals in migration-related cases. Earlier, in May, Algerian police claimed to have arrested 77 individuals in a similar operation, with 67 of them identified as Moroccans. In both cases, the police went to the extent of showcasing footage of numerous Moroccan passports on social media, a move that many view as an intentional act of humiliation aimed at reducing Moroccan nationals to mere political props in Algeria's ongoing confrontation with Rabat.

The situation stands in stark contrast to how Morocco has dealt with Algerian suspects on its territory. For example, in late June, Moroccan authorities arrested six Algerians for various crimes, including document forgery and drug trafficking, handling the situation without the public spectacle that characterized Algeria's operations. This difference in approach underscores a broader trend: while Algeria's treatment of Moroccan nationals has grown increasingly hostile and militarized, Morocco has maintained a more subdued stance in its dealings with Algerian suspects.

Furthermore, the issue of violence has escalated, with reports of the Algerian military killing Moroccan nationals under allegations of drug trafficking. This pattern of behavior has been part of a broader narrative that accuses Morocco of launching a "drug war" against Algeria. Such incidents, including the 2023 killings of two Moroccan-French citizens by Algerian coast guards after they inadvertently drifted into Algerian waters, have only heightened tensions between the two nations. These events have contributed to a deteriorating relationship, with Algeria severing diplomatic ties with Morocco in 2021 over various accusations, including alleged support for terrorism.

As the landscape of bilateral relations continues to evolve, it appears that the Algerian regime has adopted a comprehensive strategy that blends security measures with a systematic campaign of vilification against Morocco. This campaign employs various state institutions and media to portray Morocco negatively, suggesting an ideological vendetta rather than a mere political rivalry. With borders closed since 1994 and increased hostility, the region finds itself at a precarious crossroads, as both nations navigate their fraught relationship amidst escalating tensions.
