The regional governments of Ceuta and Andalusia have unveiled a comprehensive support plan aimed at addressing the ongoing migration crisis while simultaneously promoting economic recovery in the autonomous city. In a meeting held at the San Telmo Palace in Seville, Ceuta's President Juan Jesús Vivas and Andalusia's President Juanma Moreno reaffirmed their strategy to manage the humanitarian crisis that began on July 30. They clearly stated that there will be no redistribution of immigrants to the mainland; instead, the priority remains the repatriation of all individuals who entered irregularly through the Tarajal border. Vivas emphasized, "The only way to restore normalcy is through the return of all who arrived back to Morocco." The leaders introduced a mutual economic, tourism, and cultural support framework, which includes establishing a new regular maritime connection between Ceuta and the port of Málaga. Furthermore, they announced a 25% discount on ferry services that link the autonomous city to the mainland. This initiative aims to highlight their shared stance regarding the migration crisis: the immediate focus must be on returning all irregular entrants to Morocco, followed by efforts to restore Ceuta's daily life to what it was before the influx of migrants. Vivas also provided updated statistics on the crisis, revealing that approximately 90,000 people crossed the border during this period, with 15,000 remaining in Ceuta, a staggering number for a city of just 83,000 residents. He described the impact on essential services as "severe deterioration," leading to a profound change in the city's character.

Economic and Cultural Initiatives to Foster Recovery

During the meeting at the San Telmo Palace, Vivas addressed criticisms aimed at the PP-controlled autonomous communities regarding their perceived lack of solidarity in handling the migration crisis. He pointed out that Ceuta has yet to invoke existing bilateral agreements with other regions, like Andalusia, which could facilitate mutual support during such crises. Additionally, he noted that there has been no request made to the central government to activate measures outlined in the recent reforms of immigration regulations that would enable a distribution agreement for migrants. Vivas has repeatedly stressed the importance of returning all individuals involved in what he termed the "invasion" of July 30, asserting that this is the only way to "neutralize the use of immigration as a tool of pressure" by Morocco against Spain.

In parallel, Juanma Moreno reiterated that Ceuta is a priority for his administration, emphasizing the need for a coordinated response to the migration crisis at a European level. He has communicated this urgency to the European Committee of the Regions, stressing that "defending Ceuta is defending Europe." The initiatives launched by the Andalusian government include facilitating access for Ceuta's businesses to the international network of Andalucía Trade, which will create a working group to identify projects of interest. Moreover, bilateral meetings between Andalusian and Ceutan businesses are planned, with the first event potentially set to take place in the Campo de Gibraltar.
