CAF Declares Morocco Champions of Africa After Senegal's Controversial Disqualification

Controversial CAF Decision Changes Africa Cup of Nations Outcome

The Appeals Board of the Confederation of African Football (CAF) announced on Tuesday that Senegal has officially lost the final of the Africa Cup of Nations 2025, which they had initially won 1-0 in extra time. The title has been awarded to Morocco, who will now be recognized as champions with a final score of 3-0. This decision came after the CAF responded to appeals lodged by the Moroccan team following the contentious match that took place on January 18, as detailed in a statement released through the organization’s official channels.

This ruling has ignited a global controversy, placing African football under intense scrutiny. The CAF concluded that Senegal's national team forfeited the Africa Cup of Nations final through their actions during the match, thereby granting Morocco the championship via an administrative ruling. The decision is particularly shocking because Senegal had seemingly secured a legitimate victory on the field, only for the scenario to shift dramatically in the final minutes of the game.

The turning point arose from a penalty awarded to Morocco, a refereeing decision that provoked a strong backlash from the Senegalese players. Their protests escalated to such a degree that the team ultimately chose to leave the pitch in protest, a move that lasted over ten minutes. This interruption was deemed a serious infraction of the regulations by the CAF, which played a crucial role in their subsequent analysis.

After several months of deliberation and review of the appeals submitted, the CAF determined that Senegal's conduct warranted a significant sanction. As a result, the previous match outcome was annulled, and Morocco was awarded a 3-0 victory, thus officially altering the champion of the tournament. This situation places Senegal in a challenging position, having transitioned from celebrating their on-field success to losing the title through bureaucratic means, marking one of the most controversial episodes in recent years. It is anticipated that the Senegalese Football Federation may pursue further actions within the available regulatory channels.

On the Moroccan side, the ruling has been interpreted as a vindication following a match that was fraught with tension. Morocco is now recognized as champions without having reversed the score on the field, but rather through adherence to the existing regulations.

The Appeals Committee of the CAF has invoked Article 84 of the Africa Cup of Nations regulations to declare that Senegal's national team has lost due to non-appearance in the final of the CAF TotalEnergies Africa Cup of Nations Morocco 2025, confirming a score of 3-0 in favor of the Royal Moroccan Football Federation (FRMF). In their latest meeting, the Appeals Committee ruled on the appeal submitted by the FRMF regarding the application of Articles 82 and 84 of the Africa Cup of Nations regulations, leading to several critical decisions.

Among these decisions, the Appeals Committee acknowledged the appeal from the FRMF as valid and well-founded, annulled the previous ruling made by the CAF's Disciplinary Board, and confirmed that Senegal's team behavior fell under the purview of Articles 82 and 84 of the regulations. The protest from the FRMF was deemed justified, and it was established that the Senegalese Football Federation (FSF) had breached Article 82 of the regulations through the conduct of their team.

Consequently, under Article 84, Senegal has been declared the loser of this match, with the result officially recorded as a 3-0 victory for the FRMF. Furthermore, all other requests or conclusions were dismissed.

The CAF Appeals Board also partially accepted an appeal regarding player Ismaël Saibari of the Moroccan national team, confirming his misconduct in violation of Articles 82 and 83(1) of the CAF Disciplinary Code. His sanction was revised to a two-match suspension, with one match already served, while the previous fine of $100,000 was canceled. The responsibility of the FRMF regarding the behavior of ball boys during this match was confirmed, leading to a reduced fine of $50,000. Appeals concerning the interference in the OFR/VAR review and the laser incident were also addressed, resulting in some fines being upheld while others were reduced.
