Overview of the Emergency Response Initiative
The current global landscape is increasingly characterized by frequent crises and natural disasters, along with sudden risks of health, social, humanitarian, or migration disruptions. In response to these challenges, the PROSAM 2 and XENIA consortiums, under the supervision of Médecins du Monde (MdM), are seeking to enhance their national emergency preparedness and response capabilities. This initiative aims to leverage the lessons and experiences obtained from the first phase of the PROSAM project and the various operations conducted by the field actors within the XENIA and PROSAM 2 projects, particularly in the context of the Grand Cold Crisis in the Oriental region. The goal is to establish a coordinated and operational response framework that aligns with ongoing European Union-funded projects aimed at improving access to protection and sustainable integration for migrants in Morocco.
Objectives and Consultancy Scope
The overarching objective of this consultancy is to develop a national multisectoral emergency response framework that will enable the consortiums PROSAM 2, XENIA, VM2, and Entreculturas to implement coordinated, rapid, and tailored interventions for affected populations in the event of a context disruption or humanitarian crisis. Specific objectives include defining a common understanding of emergency situations, establishing an alert and monitoring system, structuring an integrated emergency response architecture, and developing standardized operating procedures and emergency protocols. The consultant will also be responsible for conducting thorough document and contextual analyses, engaging stakeholders through interviews and workshops, and formulating actionable recommendations for operationalizing the emergency response framework, including a training module for local teams on emergency preparedness and response.
In this context, the consultant will work closely with MdM and other partners and will be expected to produce a comprehensive contextual analysis report, a multisectoral emergency response plan, and recommendations for the operationalization of the framework. All deliverables must be submitted in French within the stipulated deadlines.
