Calls for Investigation into the Tragic Building Collapse in Fes

Demands for Accountability Following Fes Tragedy

The National Human Rights Council has expressed deep concern regarding the recent collapse of a residential building in Fes on the morning of May 21, 2026, which tragically resulted in the deaths of nine individuals and left several others injured, necessitating their transfer to medical facilities for treatment. The council has initiated an investigation through its regional human rights committee in Fes-Meknes to closely monitor the incident, its repercussions, and to ensure thorough fact-finding.

In a formal statement, the National Human Rights Council extended heartfelt condolences to the families mourning their loved ones and wished a speedy recovery to all injured. The council also took the opportunity to remind the public of its previous statement from December 11, 2025, following another unfortunate incident involving the collapse of two residential buildings in the Al-Masira neighborhood of Bensouda in Fes.

Furthermore, the council reiterated its findings and recommendations related to the issue, emphasizing that the recurrence of such building collapses constitutes a direct violation of the right to adequate housing as defined by international standards. This pressing concern highlights the urgent need for a comprehensive national strategy that prioritizes preventive measures, rigorous monitoring, and the enhancement of oversight mechanisms. The council underscored the importance of compliance with construction standards and regulations by the local population, alongside ensuring transparency from relevant authorities to avert potential disasters that could jeopardize lives.

The statement outlined the necessity for enhanced institutional coordination among concerned governmental sectors, local administration, and elected councils. This collective commitment should place the right to adequate housing and the safety of citizens at the forefront of public policies and programs. Moreover, there is an urgent call for strict adherence to urban planning laws and associated construction regulations, particularly the mandatory requirement for building permits linked to stringent technical oversight and design quality.

Additionally, the establishment of a permanent joint mechanism for rapid intervention is critical when signs of structural deficiencies or defects are detected, enabling proactive measures to protect lives and ensure urban safety.

In light of this tragic event, the National Human Rights Council has called for a judicial investigation into the incident, urging for accountability and the publication of its findings to uphold the principle of linking responsibility to accountability. The council acknowledged the presence and direct supervision of public authorities during the rescue efforts, commending the work of civil protection services, local authorities, national security, and auxiliary forces, as well as the contributions of numerous local volunteers.

The regional committee noted the precautionary measures taken regarding adjacent buildings to safeguard lives, including immediate evacuations and the reinforcement of structures as a preventive measure.
