In a move aimed at enhancing the visual coherence of its urban environment, the authorities in Casablanca have proposed a groundbreaking regulation mandating property owners to maintain clean and uniform facades throughout the city. This initiative will ensure that all buildings adhere to a strict aesthetic standard, which includes repainting and cleaning at least once every five years. The regulation specifies that all facades must be painted in a bright white hue, while doors and window frames are to be painted in light gray or brown tones. Furthermore, any aluminum elements on the buildings will be restricted to silver tones, contributing to a streamlined and contemporary look. Buildings that feature stone or marble facades are exempt from the repainting requirement, but they must be diligently cleaned to maintain their original finish.
This regulation is set to take effect within the city limits, allowing municipal authorities to intervene and enforce compliance if a building is found to be dirty or noncompliant before the five-year cycle concludes. The enforcement will be overseen by sworn municipal inspectors who are tasked with documenting violations and initiating legal proceedings if necessary. Initially, property owners will receive a notice giving them one month to comply, followed by a second notice that allows an additional 15 days. If noncompliance persists, the municipality reserves the right to perform the necessary work and recover costs through public debt collection procedures.
Comprehensive Urban Management and Aesthetic Enhancement
In addition to regulating existing structures, the initiative also addresses vacant land plots, mandating that they be fenced and their perimeter walls painted. This measure aims to eliminate visual clutter and ensure that all parts of Casablanca contribute to a cohesive urban aesthetic. Noncompliance regarding vacant plots will also result in the same enforcement measures as those applied to buildings. Beyond aesthetic improvements, the regulation will prohibit the display of items on windows and balconies, as well as the visible installation of air conditioning units and antennas on building facades. To ensure the technical specifications and approved color schemes are adhered to, municipal services may collaborate with architects and construction professionals.
