Intense Competition for Casablanca's Waste Management Contract

The competition for the waste management contract in Casablanca has tightened significantly. Out of the five candidates initially considered, only three operators remain in contention following the technical evaluation phase. The tender is now entering the financial submission evaluation stage, with the aim of appointing the future beneficiaries by the end of June.

The Casablanca Municipality is racing against time to finalize the selection of new operators responsible for waste management services. The current contract, which governs the management of household waste in the metropolis, is set to expire on June 30, compelling elected officials to expedite the procurement process. Despite rumors suggesting a potential cancellation of the tender, a reliable source close to the case confirmed that the procedure is proceeding as planned.

Valued at nearly 1.2 billion dirhams, the delegated management tender for household waste reflects an ongoing restructuring of the sector in Casablanca. The contract, divided into four lots, has attracted interest from various national and international operators, underscoring its highly strategic nature.

As previously reported in an article, the dossier prominently features the Arma group, which is competing for all lots available. It faces tough competition from several sector operators including Mecomar, SOS NDD, and Averda, as well as the Chinese group JSYH, whose involvement highlights the growing interest of international players in this market.

The technical evaluation session held this week represented a pivotal moment in the process. It was learned that the Chinese operator JSYH was eliminated at this stage. The technical bid is crucial in this type of tender, assessing the human and material resources mobilized (trucks, sweepers, teams), service organization, operational plans (frequencies, routes), as well as proposed methods, while also considering environmental and social commitments.

The Chinese company reportedly did not meet the requirements outlined in the specifications. Additionally, Averda had already been disqualified in an earlier phase of the process.

As a result, three operators remain in contention: Arma, SOS NDD, and Mecomar. The bid opening committee has since proceeded to evaluate the financial offers, which are currently under review.

According to our information, it is possible that members of the committee will summon the remaining candidates for direct negotiations, aimed at refining proposals and optimizing the awarding conditions of this strategic contract for the cleanliness of the metropolis.
