Côte d'Ivoire's Prospective Membership in TV5 Monde Governance
In a significant development for Côte d'Ivoire, the country is poised to integrate into the governance structure of the international francophone television network, TV5 Monde, by 2027. This announcement was made on September 22, 2026, just a few months after Morocco was welcomed into the governance framework of the network. As it stands, these two nations will be the first African countries to join the ranks of six founding contributors, which include France, Switzerland, Belgium's Wallonia-Brussels Federation, Canada, Monaco, and Quebec. Collectively, this network reaches over 400 million households globally.
Côte d'Ivoire has expressed its full commitment to adhering to the editorial and ethical charter of TV5 Monde, emphasizing that it shares and promotes the network's core values. This adherence is a fundamental requirement for the country's inclusion in the governance structure, as noted in a statement from the network. Following Kim Younes' appointment as the new CEO of TV5 Monde in the fall of 2024, she has established criteria for membership, which include the necessity for a national public broadcaster that is independent, as well as a robust audiovisual production industry that operates in French. Reporters Without Borders (RSF) ranked Côte d'Ivoire at 54th in its 2026 World Press Freedom Index, down from 64th in 2025, indicating the challenges that the state media, specifically the Radiodiffusion Télévision Ivoirienne (RTI), faces as it often aligns with the government's image and the presidency.
Younes articulated that the initiative aims to make TV5 Monde more representative of the diversity within the francophone community, noting that two-thirds of French speakers worldwide reside in Africa. The target year for the integration of both Côte d'Ivoire and Morocco into the governance structure is set for 2027. Both countries will contribute to the network's annual budget of 120 million euros and will also have a dedicated broadcast segment within the TV5 Monde programming schedule.
As of now, the Ivorian Ministry of Communication has yet to issue an official response to this announcement from TV5 Monde.
