Strengthening Democratic Foundations in Africa
During the recent launch of the 5th Training Cycle for African Election Observers, co-chaired by the AU Commissioner for Political Affairs, Peace, and Security, Mr. Bankolé Adeoye, the Moroccan Minister of Foreign Affairs, Nasser Bourita, underscored the importance of inclusivity in the electoral process. He remarked, "Our women, our youth, and people with disabilities must be represented not just symbolically, but as a fundamental component of our democratic framework." This emphasis on inclusion is viewed as a cornerstone for ensuring excellence and legitimacy within the electoral systems across the continent.
Mr. Bourita articulated that this fifth iteration of the training program reflects a significant evolution in the partnership between Morocco and the African Union (AU), symbolizing both a vision driven by tenacity and a mature continental ambition. He highlighted that this initiative is a testament to the ongoing commitment towards fostering an Africa that is stable, peaceful, and firmly in control of its destiny, as guided by the High Guidelines laid out by His Majesty King Mohammed VI.
Training for a New Era of Democracy
The minister expressed a profound belief that the future of African democracy lies in the hands of trained, independent observers who are genuinely committed to their roles. He praised Mr. Bankolé Adeoye's leadership, which has been pivotal to the success of this partnership. Reflecting on the impact of this training cycle, Bourita noted that nearly 400 observers from all 53 African countries have undergone training in Rabat, with an impressive 65% of them being women and 85% representing the youth demographic.
In light of the increasing threats posed by the digital age, such as deepfakes and algorithmic misinformation, Mr. Bourita stressed the critical need for African observers to adapt and prepare for these challenges. He elaborated that the 3rd edition of the Seminar-Dialogue on Democracy and Elections in Africa, co-organized with the Policy Center for the New South, supplements this training with necessary intellectual and geopolitical insights under the theme "The Digitalization of Democracy: Youth-led Artificial Intelligence Strategies in a Changing World." This initiative not only enhances technical training but also equips future leaders with the strategic thinking required to navigate the complexities of modern democracy.
