Advancing Fairness in Institutional Mediation
During the second national forum on institutional mediation, which focused on the theme "Procedural Fairness in Managing Mediation Requests," Tariq emphasized the various forms of this fairness. He highlighted the flexibility in procedures for receiving complaints, the broad accessibility for mediation requests, diverse means of receiving these requests, regional proximity, reasonable deadlines, and the humane approach characterizing the institution's interaction with complaints from specific groups.
Tariq outlined that a significant portion of the work of the Mediator of the Kingdom involves receiving, guiding, and directing complainants, a task that demands considerable human, procedural, and logistical effort, both at the central and regional levels. He stressed the importance of establishing reception and guidance offices within the administrative structures of regional and local delegations to effectively support this mission.
In this context, he affirmed that the guiding mediation is one of the most prominent manifestations of procedural fairness and a fundamental aspect of the institution's objectives. He underscored the significance of valuing this communicative and advisory function, given its central role in the constitutional and legal commitments of the institution, and its necessity beyond merely managing marginal cases or those falling outside its legal jurisdiction.
New Developments in Mediation Services
On his part, Issam Al-Azzouzi, the regional delegate of the Mediator of the Kingdom in the Marrakech-Safi region, explained that the second national forum on institutional mediation is part of ongoing efforts to enhance the functionality of the institution, with a particular focus on aspects related to the daily practice of institutional mediation. He added that the forum's work aims to prepare a practical guide for procedures, which would unify the operational frameworks and enhance performance coherence by providing various stakeholders with a common understanding for implementation and monitoring.
In conjunction with the forum's activities, the new headquarters of the regional delegation of the Mediator of the Kingdom in the Marrakech-Safi region was inaugurated in the red city. This inauguration is part of the new strategic plan for the institution for the period 2026-2030, aiming to accelerate regional presence, establish new regional delegations, and strengthen the network of local delegations across the various provinces and regions of the Kingdom.
On this occasion, the Mediator of the Kingdom reiterated that this direction aligns with the ongoing advanced regionalization efforts that the Kingdom has been committed to under the wise leadership of His Majesty King Mohammed VI. He reminded that the institution had decided to reorganize the work of its regional and local representations according to a new vision for distributing powers at the local level.
Tariq highlighted that this vision is based on adopting the "regional delegation" as a reference territorial structure for managing and addressing complaints at the regional level, as well as coordinating and monitoring the work of local delegations and their contact points. The discussions during this two-day forum revolved around four main themes: the procedure for receiving and recording complaints and requests for resolution, addressing mediation requests, managing the demand for mediation, and monitoring the implementation of recommendations, with participation from the Mediator’s advisors, central administration officials, regional and local delegates, and various institution staff.
This forum, which has become an annual tradition for the institution, serves as a space for collective intelligence within the mediation family, fostering shared thinking on professional challenges, and providing an opportunity to evaluate the overall performance of the institution, elevate its projects, measure their impact, and enhance their outcomes.
