In an effort to bolster ongoing training and unify the legal perspective regarding environmental issues, the judicial circle of the Court of Appeal in Marrakech hosted a training session on Thursday, May 21, 2026. This session was aimed at public prosecutors and judicial police officers, focusing on the topic: “Environmental Crimes in Moroccan Legislation and Related Practical Issues.”

The Attorney General at the Court of Appeal in Marrakech, Mr. Khalid Kerdoudi, opened the training with an inaugural speech highlighting the increasing importance of environmental issues within the legal and judicial framework. He emphasized the close relationship between these issues and human rights, as well as the requirements for sustainable development.

Mr. Kerdoudi pointed out that environmental crimes have evolved beyond mere violations and have become a genuine threat to ecological balance and public health. This evolution necessitates the mobilization of various stakeholders, particularly the judiciary and security agencies, to ensure the correct and firm application of relevant legal texts.

Furthermore, the Attorney General noted that Morocco has accumulated a significant legal arsenal in the environmental domain over recent years, in line with its international commitments and the directives of His Majesty King Mohammed VI, aimed at making environmental protection a strategic choice. He asserted that achieving judicial effectiveness in this area hinges on enhancing specialized training and facilitating the exchange of expertise among various actors.

Mr. Kerdoudi underscored the pivotal role that public prosecutors and judicial police officers play in combating environmental crimes, whether through monitoring violations, managing investigations, or activating coordination mechanisms with relevant sectors and institutions. He called for a unified vision and practical efforts to ensure effective environmental protection and reinforce the rule of law.

This training session provided a scientific and legal platform for discussing various issues related to environmental crimes amid the growing challenges of environmental protection. It highlighted the need to activate the national legal arsenal related to this matter and to strengthen punitive and judicial monitoring mechanisms for actions impacting ecological balance.

The framework presentation addressed the evolution of international concern for environmental protection, starting from international agreements and conferences to the efforts made by Morocco in environmental legislation. This includes enacting a series of laws governing the protection of natural resources while combating pollution and environmental degradation, alongside enshrining the right to a healthy environment within the provisions of the Moroccan Constitution.

The session also tackled the roles assigned to public prosecutors and judicial police in detecting and documenting environmental crimes, as well as the practical issues associated with proving such crimes, the challenges of investigation, and coordination mechanisms among various stakeholders.

This initiative is part of the ongoing training dynamics led by the Public Prosecution, aimed at enhancing the capabilities of judges and judicial police officers while keeping them abreast of legislative and legal developments related to environmental protection and sustainable development. This contributes to reinforcing the legal protection of the environment and establishing the principles of environmental justice.
