On March 26, 2026, Dr. Mohamed Hajira, a parliamentary deputy and the head of the Tamazkan community council in the Taounate region, participated in a regional meeting organized as part of the "Thursday of Debate," focusing on the synergy of local governance in supporting youth institutions. This event was attended by numerous specialists and stakeholders in the field from the Taounate and Fes-Meknes regions. In his presentation titled "The Role of Local Communities in Supporting Youth Institutions: A Taounate Model," Hajira emphasized two main areas of focus: the constitutional and legal framework governing local community interventions in youth services, and the best practices within the region for enhancing youth engagement and support.

The Legal Framework Supporting Youth Initiatives

In discussing the first area, Hajira highlighted key constitutional provisions, particularly Article 32 of the Moroccan Constitution, which outlines the responsibilities of local communities. He also referenced various regulatory laws that guide the operations of local authorities, notably Organic Law No. 111.14 concerning regions, which specifies the roles of regional entities in supporting youth initiatives. This includes fostering youth participation in regional development and implementing programs aimed at improving their living conditions, as well as providing essential facilities and promoting cultural and sporting activities.

Additionally, Hajira addressed Organic Law No. 112.14, which pertains to provinces and regions, emphasizing its democratic management framework that encourages local communities to support cultural and sporting activities for youth, contribute to local development programs, and enhance living conditions for young individuals. He also discussed Organic Law No. 113.14, which governs municipalities, asserting that it lays the groundwork for community-oriented policies. This law underscores the responsibilities of local governments to provide essential facilities for youth, support cultural and sporting activities, and promote youth participation in public and political life.

Through these discussions, Hajira underscored the significant role that local communities play in fostering an environment conducive to youth development and engagement. The meeting served as a platform for sharing insights and strategies on how local governance can effectively support youth institutions, ultimately enhancing the overall well-being and development of young people in the region.
