Commitment to Sustainable Water Management
During the International Summit "Dignity 2026", organized by the World Association for Culture and Heritage, Fouchon emphasized the ongoing commitment to Morocco's national water strategy, rooted in the vision of the late King Hassan II, encapsulated in the motto "Not a single drop of water should be lost to the sea." This vital initiative has been further strengthened under the leadership of King Mohammed VI, reflecting a deep-seated commitment to sustainable water management.
Fouchon highlighted the significant achievements resulting from this policy, noting that nearly nine out of ten Moroccans now have direct access to drinking water, which he described as a true manifestation of "water dignity." The international expert also pointed out the substantial efforts made by the Kingdom in constructing dams, recycling wastewater, and developing seawater desalination using renewable energy. Additionally, he mentioned the establishment of early warning systems for sudden floods, recalling the tragic floods that affected the Ourika region.
Water as a Fundamental Human Right
Addressing the central theme of the summit, Fouchon stressed the profound connection between access to water and human dignity, highlighting the universal and sacred dimensions of this essential resource as reflected in various religious and philosophical traditions, from the Quran to the Bible, and teachings of Lao Tzu. He asserted that water represents a "fundamental and enduring lever for human dignity," while its absence or excessive scarcity in extreme conditions directly undermines this dignity.
The President of the World Water Council outlined the alarming global situation, reminding attendees that billions of people lack safe access to drinking water and sanitation services, facing conditions marked by water scarcity and related diseases, as well as forced displacement due to droughts and floods. In light of these challenges, Fouchon called on the international community to transition into "water protectors," emphasizing the need for committed actors to manage this vital resource peacefully and collaboratively.
He urged future prioritization of "taps before guns," rejecting the notion of "water wars," which he described as "illusions often exaggerated by the media." Instead, he underscored the importance of enhancing water diplomacy and fostering dialogue between nations, particularly within transboundary water basins. Furthermore, he called for the inclusion of the right to water in national constitutions, ensuring its full enforceability through coordinated mobilization of legislative, executive, and judicial authorities.
In conclusion, Fouchon affirmed that the World Water Council supports the Fes Call, stating, "Without courage, there is no wisdom or dignity," and urged for urgent, collective action to ensure global water dignity.
