To be considered for the role of project expert, candidates must meet the following minimum qualifications and experience requirements: a Master’s degree or higher in social research, program/project evaluation, territorial governance, social sciences, development studies, public policy, or any relevant discipline; a minimum of 10 years of proven experience in conducting development project evaluations, including familiarity with the theory of change approach, results-based management (RBM), and a human rights-based approach; a comprehensive understanding of the Moroccan context, particularly regarding migration dynamics, territorial governance challenges, and national and regional institutional frameworks. Furthermore, candidates should possess a solid grasp of migration themes, social inclusion, protection for vulnerable individuals, and local development; proficiency in qualitative and quantitative data collection and analysis methods; the ability to work independently while collaborating with multiple stakeholders; and excellent command of both French and Arabic, alongside a good command of English. Knowledge of the roles, mandates, and operations of the International Organization for Migration (IOM) and local authorities in planning and implementing local policies is also essential. Applicants should have documented skills and experience in drafting relevant technical and analytical reports, along with strong conceptual, analytical, and communication abilities.

Evaluation Questions and Methodology

Based on the aforementioned evaluation criteria, a series of assessment questions will be proposed. Specific sub-questions tailored to the project context may be added as needed. These questions will subsequently be linked to indicators, data collection tools, and verification sources within an evaluation matrix, which will be detailed in the Inception Report. The following list is indicative and may be refined during the initial phase. The overall performance will be assessed by examining factors that facilitated or hindered the achievement of project outcomes, the adequacy and timeliness of human, financial, and technical resources mobilized by stakeholders, the appropriateness of the implementation schedule, the robustness of monitoring and data collection mechanisms, the identification and mitigation of risks, and the effectiveness of coordination and governance mechanisms in responding to challenges faced. Additionally, relevance will be evaluated by determining if project objectives remain aligned with beneficiary needs and the local context, if project activities are coherent with expected results, and if the project aligns with the priorities of local stakeholders and national and regional frameworks.

The coherence of the project with other initiatives, programs, and strategic priorities of the IOM will also be assessed, including its integration into the local ecosystem of interventions and its alignment with relevant international frameworks such as the Sustainable Development Goals (SDGs). The effectiveness of the project in achieving outputs and outcomes as planned, and the quality of delivered products will be scrutinized to ensure they meet identified needs. Efficiency will be evaluated by analyzing the optimal use of resources and whether the project was implemented in a cost-effective manner. The impact will focus on significant and sustainable changes generated for migrants and host communities, while sustainability will assess the local authorities' capacity to maintain project actions post-closure and the durability of established coordination and governance mechanisms. Throughout the process, the expert may identify additional relevant questions linked to the evaluation criteria.

The evaluation will employ a mixed-methods approach, combining qualitative and quantitative methods to produce a comprehensive, rigorous, and triangulated analysis of project performance while systematically integrating cross-cutting themes such as a human rights-based approach, protection, gender dimension, inclusion of persons with disabilities, environmental sustainability, and accountability to affected populations. The expert will develop a detailed methodology in the Inception Report, outlining the chosen approach for analyzing each evaluation criterion, justifications for method selection, and planned triangulation mechanisms to enhance the validity of conclusions. This report will also clarify the sampling plan for various participant categories, including beneficiary migrants, local institutions, and implementation partners. The evaluation process will adhere strictly to ethical principles and protection standards, ensuring informed consent, confidentiality, and the dignity of participants while representing balanced voices from all target groups.
