Former Counter-Terrorism Official Cleared of Spying Allegations

In a significant legal development, Abderrahim El M, a former employee of the Dutch counter-terrorism unit NCTV, has been acquitted of charges related to espionage and leaking sensitive information to Morocco. The case, which garnered substantial media attention, revolved around accusations that El M had been engaged in illicit activities while working at the NCTV, where he specialized in monitoring salafism and jihadism.

During the trial, the prosecution claimed that El M lived a dual life, working covertly for the Moroccan intelligence services. The case gained traction following an investigation by the Dutch domestic intelligence agency AIVD, which provided video evidence of El M allegedly printing and packaging classified documents. This footage ultimately led to his arrest at Schiphol Airport, just moments before he was set to board a flight to Morocco, where he had planned to deliver the documents.

Upon his arrest, authorities discovered a staggering cache of 928 documents in El M's possession. This collection included 345 documents from the AIVD and an additional 65 from the military intelligence service MIVD. However, despite being found not guilty of espionage, El M was convicted for unlawfully possessing a substantial number of state secrets without the required permissions. Initially facing a possible sentence of 12 years in prison, he received a reduced sentence of 20 months, which he had already served while awaiting trial.

El M had remained silent for two years throughout the proceedings but ultimately stated that the classified documents found in his baggage were there by mistake, claiming he intended to review them at home—a practice that is strictly forbidden by law. The outcome of this case raises important questions about security protocols and the handling of sensitive information within government agencies.
