This change was officially adopted by the International Football Association Board (IFAB) during a special meeting held in Vancouver. The rationale behind this measure is to ensure that referees can accurately perceive verbal disputes on the field. By covering their mouths, players not only hinder the referee's ability to witness verbal altercations but also obstruct lip readers from later deciphering any inappropriate remarks made during the game.

The implementation of this rule raises questions about its application in other competitions, such as the Super League or the Champions League. Initially, it will be at the discretion of the respective organizers to decide whether to incorporate this regulation. However, IFAB has indicated that there is potential for this to become a mandatory part of the rules in the long run, as confirmed in a statement to the German news agency dpa.

Penalties for Protests Against Referee Decisions

Furthermore, a tightening of regulations has been announced regarding players who leave the pitch in protest of a referee's decision. Such actions can now lead to a red card, not only for the protesting players but also for officials who incite players to take such actions. If a team instigates a match halt in this manner, the game will be awarded to the opposing team. This rule will be in effect during the upcoming World Cup, scheduled to commence on June 11 in the United States, Canada, and Mexico.

The urgency for these new regulations was underscored by incidents during the Africa Cup Final on January 18, where controversial refereeing decisions led to chaotic scenes. Following a disputed penalty awarded to Morocco in stoppage time, the Senegalese team nearly vacated the field in protest, a move instigated by their coach. This highlights the pressing need for clearer guidelines to maintain order and fairness on the pitch.
