Final Resolution on Teacher Contracts in Morocco
The Moroccan Ministry of Finance has officially concluded the contentious issue surrounding the "contract system" in education. As per a written response from Minister Fawzi Lekjaâ, directed to the parliamentary group of the Movement Party in the House of Representatives, all teachers who were previously hired under this system are now recognized as permanent civil servants. This transition ensures that they enjoy full legal status within the public administration, alongside all the rights afforded to employees under the Ministry of National Education's regulations.
Minister Lekjaâ elaborated that the provisions of Decree No. 2.24.140 now apply uniformly to all personnel within the education sector, without any discrimination. Specifically, the first two articles of this legislative text explicitly state the appointment and formalization of these employees in legally defined positions. Furthermore, the third article outlines the precise locations where these employees will work, which include central ministry offices, regional academies for education and training, and various affiliated local directorates, extending to educational institutions themselves.
The minister emphasized that teachers and support staff now enjoy the same comprehensive rights as other employees in this vital sector. This includes financial compensation, transfer opportunities, professional advancement, and retirement benefits. These administrative gains are the culmination of agreements signed between the government and the most representative educational unions on January 14 and December 10 and 26, 2023. This landmark decision marks a significant milestone in the Moroccan educational landscape, ensuring job security and equitable treatment for all educators.
