Fouzi Lekjaa's Expanding Influence in Morocco's Government
In recent developments within the Moroccan government, Fouzi Lekjaa, the Minister Delegate in charge of Budget, has seen a significant expansion of his responsibilities. He is now overseeing the Integrated Territorial Development Fund, which was established in 2026 with a substantial budget allocation of 210 billion dirhams over the span of eight years. This strategic move, which is described as "temporary," has been authorized by the Prime Minister, Aziz Akhannouch, and was officially published in the Bulletin Officiel on August 6. According to Article 2 of the decree, Lekjaa is empowered to appoint governors, prefects, and heads of central and decentralized public sector services as authorized agents and their deputies for operations recorded in this fund, following the regulations set forth in public accounting laws.
In April, the Minister of Interior, Abdelouafi Laftit, presented an outline of the programs associated with this Integrated Fund to King Mohammed VI. In preparation for this extensive initiative, Laftit held several meetings with government members, including Lekjaa, to ensure the effective coordination of the various programs funded by this substantial financial resource. Since July 25, 2023, Lekjaa has also been a member of the Authenticity and Modernity Party (PAM), further solidifying his influence within the political landscape of Morocco.
