France’s Defense Export Report Highlights Key Military Agreement with Morocco
In its 2026 report to Parliament concerning arms exports, published on August 12 by the French Ministry of the Armed Forces, Morocco is specifically mentioned as one of the countries to have finalized a significant arms deal with France set to take effect in 2025, particularly concerning the purchase of Caracal helicopters. However, discussions gained new momentum ahead of French President Emmanuel Macron’s state visit to Morocco scheduled for October 28-30, 2024. During this time, French media speculated on an ambitious plan involving 18 H225M Caracal helicopters, with 12 intended for the Royal Air Forces and six for the Royal Gendarmerie, estimated to cost between €600 and €800 million.
Despite the anticipation, the contract was not announced during the presidential visit, and discussions continued regarding various parameters, including the configuration of the aircraft, pricing, and contractual conditions. Reports indicated that Airbus Helicopters was still negotiating with Rabat for around ten units, while the remainder could be subject to an option. On November 18, 2025, a statement from Airbus Helicopters finally resolved lingering uncertainties by announcing a contract with Morocco for the acquisition of ten H225M helicopters.
This week’s French report provides institutional confirmation of this announcement, affirming that the Moroccan order is among the primary French arms deals initiated in 2025. The strengthening of military relations between France and Morocco is part of a broader trend that began in 2024 when Rabat and Paris agreed to establish a defense committee during Emmanuel Chiva's visit to Morocco, aimed at creating a more structured framework for industrial and capability exchanges between the two nations.
In addition to enhancing operational capacity, the choice of the H225M Caracal helicopter—which is derived from the Super Puma family and produced by Airbus Helicopters—serves specific military missions, including tactical transport, special operations, medical evacuation, and combat search and rescue (CSAR). Within the French forces, the Caracal is specifically deployed for such missions, regularly participating in external operations.
