France's Commitment to Moroccan Sovereignty
In a recent statement, France has strongly reiterated its position regarding the Sahara, asserting that the "present and future of the Sahara lie within the framework of Moroccan sovereignty." This declaration was made by French Minister of Europe and Foreign Affairs, Jean-Noël Barrot, during a press briefing held in Rabat following discussions with Nasser Bourita, the Moroccan Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates. The emphasis on the Sahara's strategic significance to both France and the region underscores the importance of this issue in international relations.
Barrot referenced a letter from French President Emmanuel Macron addressed to His Majesty King Mohammed VI, dated July 30, 2024, which aligns with France's stance on the matter. He reiterated that the future of the Sahara is intrinsically linked to Morocco's sovereignty and expressed France's endorsement of the autonomy plan proposed by Morocco as the sole foundation for achieving a fair, lasting, and negotiated political solution. This approach is further supported by UN Security Council’s Resolution 2797, which France recognizes as a framework for positive dialogue and negotiation among all involved parties.
Practical Measures and Economic Engagement
To put its support into action, Barrot outlined several measures France is taking to reinforce this position. These include an expansion of France's consular presence and cultural initiatives in the region, highlighted by the establishment of a visa application center, the opening of an “Alliance Française” in Laayoune, and the inauguration of a new educational institution. These steps signify a commitment to fostering stronger ties and enhancing cooperation with Morocco.
On the economic front, Barrot indicated that French companies are actively investing in the Sahara, facilitated by the French development agency (Agence française de développement) which provides essential support to these ventures. This investment not only strengthens economic relationships but also contributes to the development of the region, aligning with France's strategic interests and support for Morocco's sovereignty.
