GITEX Africa 2023: Launching the 'Eïghoudar Dakhla' Program to Boost Digital and Energy Transformation in Morocco

The fourth edition of the GITEX Africa event held in Marrakech witnessed the signing of a pivotal partnership agreement aimed at launching the 'Eïghoudar Dakhla' program. This initiative is designed to enhance digital and energy transformation across Morocco. The event took place from April 7 to 9, and it served as a platform for announcing the commencement of strategic studies related to this ambitious project.

According to a press release, the purpose of these studies is multifaceted; it seeks to establish governance frameworks for the program, formulate its economic model, outline the phases of implementation, and set up financing mechanisms. These efforts are geared towards ensuring effective mobilization of both public and private investments, which are critical for the project's success.

The partnership agreement was signed by several institutional players, including the Ministry of Digital Transition and Administrative Reform, the Ministry of Energy Transition and Sustainable Development, the Wilaya of Dakhla-Oued Ed-Dahab, and the regional council. Additionally, the Mohammed VI Investment Fund and the Deposit and Management Fund also joined in this collaboration, extending a previous agreement signed in July 2025 during the national artificial intelligence meetings.

The primary objective of the 'Eïghoudar Dakhla' project is to achieve synergy between national strategies in the fields of digitization and energy. This will be realized through the development of an integrated complex of new-generation green data centers in the city of Dakhla, targeting a production capacity of up to 500 megawatts. This initiative aligns with broader efforts aimed at promoting balanced regional development, positioning regions as key players in the economic and technological dynamics, while reinforcing digital sovereignty as a fundamental lever for competitiveness and the creation of qualified job opportunities, particularly along the southern Atlantic coast.
