The fifth edition of the Global Initiative for Supporting Implementation (GISS 2026) commenced today in Marrakech, organized jointly by the Ministry of Transport and Logistics and the International Civil Aviation Organization (ICAO), under the theme "Regional Solutions, Global Benefits." This significant event aims to reinforce international cooperation in the aviation sector while promoting sustainable development.
Abdel Samad Quiouh, the Moroccan Minister of Transport and Logistics, emphasized the country’s robust commitment to the evolving dynamics of civil aviation. He noted that under the wise leadership of King Mohammed VI, Morocco is continuously enhancing its air connectivity both internationally and regionally, thereby strengthening its position as a key gateway in the region and the continent.
The opening ceremony of this prominent event was presided over by Minister Quiouh, alongside ICAO President Toshiyuki Onuma and approximately 40 foreign ministers responsible for civil aviation. Additionally, it saw participation from general directors of civil aviation from over 80 countries, as reported in a statement from the ministry. The event has attracted more than 1,500 participants representing over 130 nations, including high-ranking officials and experts from ICAO and leading figures in the global aviation industry.
This conference is a part of the "No Country Left Behind" initiative, aiming to enhance the effectiveness of international standards implementation by translating political commitments into tangible and measurable outcomes. This approach contributes to the sustainable and harmonious development of global air transport.
The opening ceremony featured high-level speeches underlining the urgency of modernizing air transport systems and enhancing countries' capabilities in fields such as aviation safety, security oversight, and the sustainable development of the sector. During this ceremony, several partnership agreements were signed, reflecting a collective desire to bolster technical cooperation, mobilize appropriate funding, and assist nations in developing effective, resilient, and secure aviation systems.
The event also showcased an aerial display by the Royal Air Forces' "Green March" team and inaugurated an exhibition that allowed participants to explore the latest innovations and solutions within the industry. An upcoming ministerial roundtable will enable decision-makers to discuss strategic mechanisms to ensure the effective implementation of ICAO standards while promoting balanced and inclusive development of global air transport.
The international event's agenda includes seven thematic sessions focusing on air connectivity as a driver for economic growth, social cohesion, and regional integration, along with discussions on aviation safety, civil aviation financing, airport infrastructure challenges, and the development of competencies to prepare the next generation in global aviation.
