Challenges in the Morocco-Germany Power Cable Initiative
An ambitious renewable energy power cable project linking Morocco and Germany, valued at a staggering $30 billion, is currently facing significant obstacles. Reports indicate that the two nations are struggling to reach a consensus regarding the governance of the project and the long-term guarantees needed to ensure its success. The project, known as Sila Atlantik, aims to connect Morocco and Germany through two undersea high-voltage cables stretching 4,800 kilometers, which would mark the longest intercontinental underwater connection ever established. This infrastructure is designed to harness up to 15 gigawatts of solar and wind energy generated in Morocco, potentially meeting up to 5% of Germany's annual electricity requirements.
According to four sources familiar with the ongoing discussions, Morocco is seeking a formal commitment from Germany through an intergovernmental agreement that would guarantee long-term public support for the project. Additionally, Morocco is advocating for a bidirectional interconnection, allowing electricity to flow in both directions. An unnamed German source has confirmed to Reuters that while this configuration is technically feasible, it would inevitably lead to increased costs.
Furthermore, the negotiations have delayed the allocation of the necessary land for the project. Morocco had previously earmarked approximately 150,000 hectares for the now-abandoned Xlinks Morocco-UK project, but the reassignment of this land for Sila Atlantik has yet to be finalized. While Sila Atlantik has refrained from commenting on the negotiations, the project claims it is diligently following its technical, commercial, regulatory, and financial trajectory. The Moroccan Ministry of Energy has chosen not to address the disagreements publicly but emphasizes the importance of developing electrical interconnections with Europe as a critical component of the kingdom's energy transition strategy.
Morocco currently operates the only electrical interconnection between Africa and Europe via Spain. Plans are underway for additional connections with Spain and France, and a project with Portugal is also in the pipeline.
