The Prime Minister, Aziz Akhannouch, emphasized today in Rabat that educators are "true partners" in educational reform, highlighting that this journey requires a long-term commitment, continuous effort, and mutual trust. In his remarks during the opening of the second national forum for teachers, held under the high patronage of His Majesty King Mohammed VI, Akhannouch asserted that educators are not merely implementers but are integral partners in diagnosis, proposal, execution, and evaluation of educational strategies.
In this context, the Prime Minister noted that the forum exemplifies the ongoing attention that His Majesty the King has dedicated to teachers, recognizing their central role in shaping Moroccan society and nurturing generations capable of carrying the torch of a progressive Morocco. He underscored that this session reinforces a new institutional tradition that prioritizes dialogue with educators, listening to their concerns, and sharing their interests as a strategic, irrevocable choice.
Akhannouch further mentioned that efforts have been made to restore the dignity of the teaching profession through various measures, including the approval of a new basic law for national education employees, affecting around 336,000 staff members. This initiative also involves improving financial conditions through general salary increases of at least 1,500 dirhams per month, alongside a comprehensive review of compensation systems, amounting to an annual cost of 17 billion dirhams.
In parallel, the government has initiated reforms in the training system aimed at enhancing foundational training and establishing pathways for continuous education. Additionally, a roadmap has been outlined to establish a triad of genuine reform involving schools, teachers, and students. The Prime Minister also highlighted the "Schools of Leadership" program, which has included more than 4,600 primary institutions benefiting approximately two million students, with plans for full implementation starting in the 2026-2027 academic year. Efforts are also underway to reduce school dropouts and expand second-chance schools.
Meanwhile, the Minister of National Education, Preschool, and Sports, Mohamed Saad Berrada, stated that this forum serves as a notable national platform to acknowledge the pivotal role teachers play within the educational framework. It is also a venue for dialogue and collective thinking on how to enhance educational practices and improve learning outcomes. Berrada added that this event is an opportunity to celebrate the ongoing efforts of teachers, recognize their contributions, and share successful experiences and educational innovations that contribute to the renewal of Moroccan schools.
He asserted that tangible reforms have been launched to improve teachers' conditions, elevate their professional and social status, and provide suitable working environments that enhance the stability and efficacy of the educational system. The ministry remains actively engaged in this reform endeavor by placing human resources at the forefront of its priorities through strengthening pedagogical support, developing continuous training, and valuing the efforts made by teachers.
In conclusion, the Minister highlighted that transforming Moroccan schools is a collective aspiration aimed at improving fundamental learning, promoting equity, and preparing generations capable of meeting future challenges. He remarked that this ambition is not solely achieved through policies but is daily realized in classrooms, within educational relationships, through mutual trust, effort, and perseverance.
Similarly, the President of the Higher Council for Education, Training, and Scientific Research, Rahma Bourkia, noted that this forum has become an annual tradition that brings together various stakeholders to reflect on the teaching profession and the vital role of educators and all personnel within the education system. She emphasized that education is the backbone of human resource development and the foundation of social advancement.
Bourkia added that this meeting also serves as a reminder of the updates within the profession and highlights the roles of teachers that extend beyond mere knowledge transfer to include character building and competency development. She commended their essential contributions to transforming the educational framework by investing in personal development and modernizing teaching methods, employing effective approaches that place the learner at the center of the educational process.
Moreover, the President of the Mohammed VI Foundation for the Advancement of Social Works in Education and Training, Youssef Bakkali, stated that the institutional partnership between the foundation and the Ministry of National Education has been founded on a shared vision and sincere commitment to improving the conditions of educators. This collaboration has led to various quality initiatives that support the transformations within the educational system.
