Government Initiatives to Regulate Eid Al-Adha Markets

The Prime Minister, Aziz Akhannouch, has announced a comprehensive set of regulatory measures aimed at overseeing the sale of Eid Al-Adha sacrifices, specifically targeting practices that contribute to unjustified price increases. This decision, made in anticipation of Eid Al-Adha, emphasizes the government’s commitment to protecting the purchasing power of citizens while ensuring transparency in commercial transactions within the sacrificial animal markets. The initiative seeks to promote fair and open competition, adhering to existing legal and regulatory frameworks.

A statement from the Prime Minister's office, issued on Monday in Rabat, explains that these measures are grounded in the provisions of the Organic Law related to municipalities and the specific law governing price freedom and competition, alongside relevant regulatory texts. The government consulted with the Competition Council to address any practices that may undermine fair competition principles or disrupt the natural balance of the markets.

New Regulations to Ensure Fair Pricing

The newly introduced measures include restricting the sale of sacrificial animals to designated and legally authorized markets, with allowances for direct sales, such as those conducted on agricultural farms, under established regulations. Vendors are now required to pre-register with local authorities, providing their identities, the number of sacrificial animals for sale, and their sources before entering the markets. Additionally, the purchase of sacrificial animals for the purpose of reselling them within these markets has been prohibited to maintain healthy competition.

The regulation explicitly forbids all forms of price manipulation, including artificial bidding or implicit and explicit agreements aimed at inflating prices. It also bans the storage of sacrificial animals outside of conventional commercial channels to prevent the creation of artificial scarcity or price hikes. The statement emphasizes that public authorities will enforce these regulations rigorously and fairly, with penalties for violators that may include imprisonment, fines, and the temporary closure of non-compliant sales points, along with the confiscation of animals and equipment used to commit violations in accordance with applicable laws.

The Prime Minister's office urges all professionals and stakeholders involved in the sacrificial animal marketing chain to act responsibly and adhere to the laws and regulatory controls to ensure consumer protection, maintain transparency in transactions, and secure a stable supply of animals during this significant festive period.
