New Training Programs to Enhance Skills in Morocco's Tax Administration

On October 9, 2026, a significant partnership agreement was signed in Casablanca, aiming to develop tailored training programs to meet the needs of the General Tax Directorate (DGI) in Morocco. This agreement encompasses a range of educational offerings, including continuous training, diploma courses, and certification programs, alongside Executive MBA programs, specialized master’s degrees, and specific certificates. Such a comprehensive educational framework is designed to enhance the skills and capabilities of professionals within the DGI.

As part of this initiative, ISCAE-Rabat will facilitate a specialized training cycle aimed at both mid-level and senior executives of the DGI. This program is set to accommodate 499 participants, organized into various groups, across training centers located in Casablanca, Rabat, Fès, and Marrakech. The primary objective of this training is to equip participants with specific skills that align with the modernization and transformation challenges faced by the tax administration.

The training will be conducted under the auspices of ISCAE-Rabat, guided by Professor Fouad Machrouh, with the academic oversight provided by Professor Karim Aarab. Additionally, the partnership includes the organization of conferences and scientific events, as well as internships or practical training opportunities for ISCAE students. A joint coordination committee will be established to monitor the implementation of the proposed actions and develop collaborative action plans.

According to Professor Tarik El Malki, the General Director of the ISCAE Group, this agreement reflects the institution's commitment to enhancing human capital and leveraging its educational expertise for the benefit of public institutions. This partnership is set to last for five years, with the possibility of automatic renewal, and aligns with the ISCAE Group's strategy to broaden its engagement with the institutional and socio-economic environment, while also contributing to the strengthening of competencies within the Moroccan public administration.
