On Thursday, Abdessamad Quih, the Minister of Transport and Logistics, addressed the conclusion of the fifth global conference aimed at supporting the implementation of civil aviation initiatives in Marrakech. During his remarks, he emphasized that this three-day event underscored the critical juncture at which global civil aviation currently stands. The industry is experiencing a noticeable recovery in air traffic alongside rapid technological transformations and increasing environmental challenges that demand urgent attention.

Minister Quih remarked that the conference served not merely as a forum for discussion but also as a clear manifestation of collective commitment among participants. He noted that Marrakech has become a pivotal platform for solidifying shared visions, enhancing partnerships, and reaffirming the political will necessary to tackle the pressing challenges of this era. He expressed optimism that attendees would leave with a clearer perspective, heightened responsibilities, and a firm belief in the necessity for collaboration, innovation, and joint efforts to secure the future of civil aviation.

Strategic Goals and Infrastructure Development

In his speech, Quih stressed the strategic directions set forth by the International Civil Aviation Organization (ICAO) during its assembly, which include ambitious objectives such as achieving zero fatalities, attaining carbon neutrality by 2050, and ensuring accessible aviation for all. He asserted that fulfilling these goals will require profound transformations within our systems, infrastructure, and regulatory frameworks.

The Minister also highlighted the vital role of air connectivity as a driver for economic development, regional integration, and social inclusion. He pointed out that the growth of air transport must be accompanied by coordinated investments in infrastructure, alignment of regulatory frameworks, and enhanced operational resilience to ensure the smooth movement of passengers and goods, in line with the discussions on strengthening global air connectivity.

Furthermore, the topic of financing aviation projects emerged as a significant theme during the conference. Presentations demonstrated that attracting investment primarily hinges on the robustness of economic models, the quality of project preparation, and the accuracy of risk analysis, aligned with national priorities. He elaborated that understanding the reasons behind the setbacks of certain projects is just as crucial as seeking funding sources, to enhance the investability of projects and turn ambitions into sustainable achievements. Quih stressed the need to develop a more collaborative and results-oriented support implementation program.

Additionally, he noted that discussions surrounding infrastructure in emerging markets revealed that financial resource limitations, vulnerability to climate changes, and aging facilities could transform into genuine opportunities for modernization and resilience enhancement, provided there is meticulous planning, transparent governance, and genuine integration of environmental considerations at all project stages.

In line with the initiative of “Leaving No Country Behind,” the Minister underscored that the global conference reaffirmed a renewed collective commitment to establishing a support system that is more inclusive, flexible, and adaptable to regional specifics. He pointed out the importance of aligning technical support with national development priorities, addressing the structural causes of safety oversight deficiencies, and fostering dynamic partnerships with financial institutions and international partners.

The fifth global conference on tracking implementation in civil aviation concluded today in Marrakech, attracting a significant international presence with over 1,900 participants from 125 countries, including 27 transport and logistics ministers and 95 civil aviation directors. The event also witnessed the signing of 40 agreements, including 11 signed by Morocco with several African nations. At the close of the conference, Angola was announced as the host for the sixth edition of the event in 2027, with the Angolan Minister of Transport expressing hopes to match the successful and well-organized standard set by Morocco during this global event.
