The regional office of the Justice and Development Party in Meknes has issued a powerful statement regarding the ongoing urban transport crisis, expressing its concern over the continued social repercussions that have affected various segments and neighborhoods in the city. Specifically, the party highlighted the difficulties faced by students, patients, and workers as they navigate the city's transport lines.
In its statement, the party acknowledged the hope generated by the initiative taken by the Governor of Meknes, along with the central support provided by the Ministry of Interior aimed at alleviating the crisis. However, the party asserted that significant legal and political responsibilities remain unresolved, particularly regarding the management of the crisis. This includes the deteriorating conditions of the vehicle fleet operated by 'City Bus', as well as the company's commitments under the terms of reference, which have not been honored. The lack of timely financial penalties since 2023 has further complicated the oversight of this situation.
Furthermore, the party pointed out that the decision to terminate the contract was made unilaterally by the president without prior presentation to the city council, which holds the legal authority in such matters. This decision has occurred at a time when the municipality lacks a clear roadmap for managing the crisis, as well as the financial, human, or legal resources necessary to replace the contracted service provider. As a result, the residents are left vulnerable to various forms of exploitation, given that their daily needs are intrinsically linked to this vital service.
In light of these challenges, the Justice and Development Party has called for the development of a clear vision that includes a precise diagnosis of the causes of the crisis along with legal, institutional, and practical solutions. The party emphasized that the management of this essential service should be entrusted to a coalition of municipalities through a dedicated institutional mechanism.
Additionally, the party urged for the completion of the consultative frameworks outlined in the organic law 113.14, to establish a transportation plan that guarantees equal access to services for all residents of the Meknes region. This plan should consider the high demand for transport among the various neighborhoods and the social pricing of transport services.
