The root of the issue lies in an organizational vacuum that these individuals exploit. As long as urban parking remains poorly regulated—without proper signage, official markings, or transparent pricing managed by the municipality—public spaces will continue to be fertile ground for informal sectors.

Today, civil society is urgently calling for the implementation of fundamental infrastructure improvements, such as parking meters, clear signage delineating authorized parking zones, and the display of regulated municipal tariffs. Such basic tools would make any fraudulent attempts immediately recognizable to users. Although the arrest of these thirty-four individuals may temporarily clean up the streets, the challenge of modernizing and permanently regulating parking in Marrakech remains an ongoing project.
