Marrakech-Safi Council Discusses Development Initiatives in October Session

On Monday, October 5, 2026, the Marrakech-Safi Regional Council convened its regular session for the month of October, under the leadership of Samir Koudar, the council president. The meeting was attended by Khalid Al-Habeel, the regional wali, alongside council members and various officials involved in regional affairs. This session provided a crucial platform to review and discuss numerous files and issues related to regional development, especially considering the multitude of projects currently underway across various provinces and districts within the region.

At the onset of the meeting, Koudar extended his congratulations to Fatima Zahra Mansouri for her recent appointment by His Majesty King Mohammed VI as the head of the government. He expressed pride in her achievement, noting her roots in Marrakech where she also serves as mayor, making her the first Moroccan woman to hold the office of Prime Minister. Furthermore, Koudar congratulated the council members who succeeded in securing parliamentary seats during the recent electoral process, wishing them success in their new roles.

Key Projects and Agreements Discussed

The session saw the council deliberating and approving a range of points and files pertinent to land development. Among these were a report on the council's activities and an update regarding the operation of the regional agency responsible for project implementation, in addition to various project agreements and work programs. In the infrastructure sector, the council reviewed a draft agreement for the construction of an outer ring road and structural roads surrounding the Grand Stadium of Marrakech, scheduled for the period from 2026 to 2029. This initiative is part of the broader efforts to enhance the road network and support the developmental dynamics of the city of Marrakech.

The agenda also included several projects and agreements concerning the province of Chichaoua, such as the construction of a covered hall and an integrated development program for the city of Sidi Mokhtar, along with other agreements aimed at fostering development and establishing territorial and institutional partnerships. On an international level, the council discussed a cooperation agreement with the Kenyan county of Makweni, focusing on water management and urban planning, which aims to strengthen collaboration and share experiences in areas of mutual interest.

Additionally, the session addressed the urban forest development project in the city of Safi and initiatives to enhance the historical city of Marrakech, along with modifications to the statutes of the "Marrakech Mobility" company. The session concluded with discussions on various financial and management files, including the general budget for the Marrakech-Safi Council and the budget for the House of Elected Representatives for the fiscal year 2027. This session serves as a continuation of the council's efforts to implement its developmental programs and projects, strengthen cooperation and partnerships, and direct available resources towards initiatives that respond to the developmental priorities across the region's various provinces and districts.
